THE DIPLOMATIC MISSION ESTABLISHMENT ACT, 1673
An Act to provide for the establishment of diplomatic missions of the Republic of Alduria abroad, and for other purposes.

BE IT ENACTED by the duly elected Parliament of the Republic of Alduria assembled, 

ARTICLE 1. Citation.
This Act may be cited in all purposes as “the Diplomatic Mission Establishment Act, 1673”.

ARTICLE 2. Diplomatic Missions Abroad.
1. Missions of the Republic of Alduria (hereinafter referred to as "Alduria") shall be established in foreign countries under the jurisdiction of the Secretary of State to take partial charge of diplomatic or consular affairs under the control of the Department of State.
2. The kinds of missions of Alduria shall be classified into Embassy, Legation, Representative Office, Consulate General, and Consulate.
3. When a mission is established or changed, the kind and size, etc. thereof shall be determined, taking the following into consideration:a. Political-affair relationship with the relevant state;
b. The trade and investment volume with the relevant state;
c. Status of Caputian people residing in the region concerned;
d. Status of human exchanges with the relevant state;
e. Matters deemed necessary by the Secretary of State in accordance with the changing international environment.
4. Branch offices and sub-branches may be established in the missions, as prescribed by Presidential Order, if necessary to assign the said offices and sub-branches with affairs under the jurisdiction of the missions.
5. The name and location of, and area under the jurisdiction of each branch office shall be determined by Presidential Order.

ARTICLE 3. Heads of Aldurian Diplomatic Missions.
1. A head shall be assigned to each mission.
2. The heads of Embassy, Legation, Consulate General, and Consulate shall be an ambassador extraordinary and plenipotentiary, envoy extraordinary and minister plenipotentiary, consul general and consul, respectively, and the head of Representative Office shall be an ambassador extraordinary and plenipotentiary or envoy extraordinary and minister plenipotentiary.
3. An ambassador extraordinary and plenipotentiary or envoy extraordinary and minister plenipotentiary shall exercise overall control over the affairs of the mission concerned and direct and supervise public officials under his/her control, upon the order of the Department of State.
4. A consul general or consul shall exercise overall control over the affairs of the mission concerned and direct and supervise public officials under his/her control, upon the order of the Secretary of State, ambassador extraordinary and plenipotentiary or envoy extraordinary and minister plenipotentiary.
5. Matters concerning the organization of any mission, and categories, fixed number, remunerations, and duties of public officials under its control shall be determined by Presidential Order or Act of Parliament.
6. The Department of State may, if deemed necessary, assign an honorary consul general or honorary consul in any area in which neither Consulate general nor Consulate is established.

ARTICLE 4. Commencement.
This legislation and all the provisions therein shall come into force upon receiving proper constitutional approval.

Developing diplomatic ties with other nations is key to our economic success as a nation, and the friendships we foster also provide powerful tools to help us avoid wars, protect our shipping interests, and to foster meaningful connections with other nations all across Micras. Without a strong foundation of diplomatic missions, these ties are difficult to develop. This bill takes an important step forward in ensuring that we have the diplomatic infrastructure in place to follow our diplomatic objectives and to strengthen our great Republic. Therefore, I encourage all MPs to support this bill and I commend it to Parliament.
